No, definitely it is not scam!!
The author of QCG and ACG EA has decided to make it commercial... using the name of Euro-Blaster... which is combination of three personal EAs owned by him... QCG + ACG + Quick Scalper... so EB has more advance features.
You can check in the forum where ACG and QCG are shared, there are a thread for Euro-Blaster EA too.

He is collaborate with his friend, Forex Spiritual Team, to make these EAs can be accessed by public...
They have same thinking and perspective also stick with the mission:
"Grow and Prosper together by providing the best alternative trading tools for the forex traders"
